Unfortunately this looks more like a board issue than a monitor issue. First thing we recommend checking anytime we get garbage like this on the screen is the power supply. If the board is not getting the correct voltage then it might not have enough power to output the video signal. Check out our post on Checking And Replacing A Power Supply for more information.

Once you have verified that the board is getting the correct voltage, you might try inspecting the arcade board itself. Check out our post on Inspecting An Arcade Board for some steps you can take that might help you get your board working again. Just a quick tip: if you have any other JAMMA game boards, you might try installing one in this cabinet just to double check that this is a board issue and not a monitor issue.
