Yes, this issue could be a tube problem or an adjustment issue. It could also be related to some other things as well including bad parts on your monitor chassis, grounding issues, etc. We recommend starting off with the adjustments to see if it helps your issue. Start off by adjusting the horizontal and vertical hold potentiometers (or pots) on the monitor chassis. You might also see if you can find the horizontal/vertical sync or frequency pots as well as adjusting these could also help with your issue.
