Unfortunately we do not know of any website in particular that focuses on just cocktail cabinets. With that said, there’s not a whole lot of difference between cocktail cabinets and upright cabinets except for the physical wood cabinet itself. Most cocktail cabinets contain the exact same parts as their upright counterparts with possibly the addition of another set of controls for the second player depending on the game.

If you’re building one from scratch or from a kit, the placement of the items in the cabinet shouldn’t matter too much either. If you use a CRT monitor, it’s a good idea to use shielded speakers as speakers that are not shielded can sometime cause interference with the screen. Other than that, you should be free to place the items any where you want in the cabinet as long as it doesn’t keep you from closing or gaining access to the inside of the cabinet.
